1. General provisions

1.1. The United civil party (abbreviated title - UCP) is political organization of liberal - conservative orientation, which integrates on a voluntary basis citizens of Belarus, counting the human right is higher than concerns of the state, national and social groups.

1.2. The United civil party (further - UCP) acts on territory of Republic of Belarus according Constitution of Republic of Belarus, Decree of the President of the Republic of Belarus from January 26, 1999 №2 " About some measures on ordering of activity of political parties, trade unions, other public associations", Law of Republic of Belarus " About political parties ", current legislation given Charter and Program of party.

1.3. UCP and its (her) organizational structures (primary, district (city) and the regional organizations) in cases, foreseen Charter, can be the legal persons, and also have printings and accounts in banks of Republic of Belarus in rubles and currency.

2. Main aims, objectives and methods of activity

2.1. Main aims UCP:

• Assistance to creation of civil society and lawful state on the basis of free market relations, priority of human rights, universal values and pluralism on all development trends of society;
  
  
• Protection of the rights, freedom and legitimate interests of the citizens of Belarus within the framework of the current Belarusian legislation;
  
  
• Assistance to conditioning for increase of a standard of living of the citizens by decisive reforming of economics, integration of the republic in the global economical society.

2.2. Main objectives UCP:

• Voting in the order established by the current legislation; - participation in opening-up of the state solutions, mining of the concepts of development of society (social, economical, political, ecological and other), distribution (propagation) in society of the ideas, purposes and solutions;
  
  
• Cooperation with political parties, international and diverse organizations of other states;
  
  
• The implementation of other activity, which meets to the authorized aims and objectives and does not contradict the current legislation.

2.3. Aims and objectives UCP executes through:

• Recommendation of the candidates during the elections, participation in the electoral companies on the ground of the current legislations;
  
  
• The entity of public funds for the solution of the aims and objectives of the UCP; mass media and implementation of publishing pursuant to the current legislation;
  
  
• Opening-up of party staff;
  
  
• Cultural - educational, sports - mass and propaganda activity;
  
  
• Organization pursuant to the current legislation of meetings, street processions, demonstrations, pickets, occurrings with the citizens both other mass measures and operatings pursuant to the authorized purposes of the party;
  
  
• Installation and support of connections with political parties, international organizations and other affiliations pursuant to the current legislation;
  
  
• The implementation of other activity, which one does not contradict the authorized purposes and current legislation.

The activity of UCP and its organizational structures is grounded on principles of not violent reforming of society, its political, economical and social systems within the framework of the current legislation.

3. Membership in the party

3.1. The member of UCP can be any citizen of the Republic of Belarus, which has reached 18-years of age, partitions its purposes, recognizes the Program and executes the Charter.

The membership in UCP is incompatible to membership in other political parties. The member of UCP cannot be the member of public affiliations, the principles and activity which one contradicts the authorized purposes and problems of the party.

3.2. The solution on acceptance in UCP membership implements on the basis of the written application of applicant and recommendation of one of party member on general meeting (conference) of primary, district (city), regional organizations or on sessions of Council of these organizations, and also by Political council (further - Political council), National committee and congress of the party.

3.3. It is possible to appeal waiving of acceptance in the members of UCP in National committee of UCP. The solution of National committee on this problem is final and without any appeal. The order of the count of the members of UCP and their transition from one organization in other is determined by the instruction approved by Political council of UCP.

3.4. Membership in the party can be ceased in cases:

• Of a voluntary walkout that grounds on the application;
  
  
• Exceptions for default of positions of the Charter of the party or for acts, which have plotted party political, property or moral damage;
  
  
• Abeyance or termination of activity of the party.

Under the written application the membership in UCP can be paused for the term indicated in the application of a party member.

3.5. The problem on exception of a party member is decided by general meeting or by Council of primary, district (city) organization, and also by National committee. The solution on exception of a party member can be appealed in month term in a Central control-revision commission. Under its initiative the problem on exception of a party member can be repeatedly submitted for consideration of National committee. The repeated solution of National committee is final and without appeal.

3.6. Member of the party has the right:

• To determine the forms of the participation in activity of the party;
  
  
• To participate in the development of policy of the party, its structure and activity;
  
  
• To participate in development of electoral program (platfirm) and other documents of the party;
  
  
• To submit for consideration problems of policy, frame and activity of the party as in organization, where he is counted, and on conferences, congresses, in the publications of the party media as before decision marking, and after that;
  
  
• To put forward, to elect and to be elected in any elective party body;
  
  
• To demand and to receive the official information, which have the party bodies;
  
  
• To criticize any party member and any party body;
  
  
• To default the party solutions, with which one he disagrees, but also to not prohibit from their fulfillment. This right is not diffused to the chairman and vice-presidents of the party, honorary chairman of the party, chairmen of all elected bodies, if the solution is accepted by party organization of the conforming level, and also on the nominal employees, which work in party bodies;
  
  
• To participate in activity of party conferences, congresses, and also elective party bodies with a voice but no vote, except for private meetings;
  
  
• Personally participate in consideration by party organization of problems of its activity and exception of the party;
  
  
• On a legal assistance of the party at violation of his (her) rights within the framework of its capabilities.

3.7. Member of the party is obliged:

• To promote by the activity achievement of the program aims and objectives of the party;
  
  
• To fulfill the requirements of the Charter and other documents of UCP, which regulate its activity;
  
  
• To be on the count in one of primary organizations of UCP.

3.8. The party members, which enter in a structure of managing and monitoring bodies of UCP, save the authorities before realization of report-back election general meetings, conferences of the conforming party organizations or congress, on which they were elected.

3.9. The membership card of the approved sample can be given to the member UCP.

4. Primary organizations

4.1. The basic organizational structure of UCP is its primary organization, which form by a territorial principle (Village Soviet, local district, street, electoral district, region, city etc.) at availability not less than three party members.

4.2. The supreme body of primary organization is the general meeting, which is convoked as required, but not less often than once annually. The report-back-elective meeting of primary organization is conducted once a year, and also on the eve of district (city) report-back-elective conferences. The general meeting is convoked under the solution of the chairman or Council of primary organization, or on demand 1/5 its members.

4.3. If the primary organization includes from above 10 members, the leading body - Council - in a structure can be elected, which determines general meeting. Its chairman supervises the activity of Council of primary organization. Council of primary organization conducts the sittings as required, but not less often than once annually. The sitting of Council of primary organization is convoked under the solution of the chairman of primary organization, or under the initiative of 1/3 members of a general structure of the Council, or on demand of 1/5 members of primary organization of UCP.

4.4. General meeting of primary organization:

• Elects the chairman of primary organization, Control-revision committee or auditor, and if necessary - Council in a structure, definite by general meeting. The chairman of primary organization in case of creation of Council is its chairman;
  
  
• Hears the reports of the chairman of primary organization or Council, Control-revision committee or auditor, gives an estimation of their activity;
  
  
• Approves the deputy candidates from the party for voting in bodies of local control and self-management;
  
  
• Tenders the candidates for actuation them in a party electoral list;
  
  
• Elects the delegates on district (city), regional conferences;
  
  
• Discusses and decides other problems of activity of primary organization. General meeting of primary organization competently to receive the solutions by working majority of voices of the present party members without the count refrained provided that all party members are notified on time and site of negotiations of caucus.

4.5. Chairman, and at availability - Council of primary organization:

• Provides fulfillment of the solutions of general meeting;
  
  
• Discusses and approves the volume of outcomes and incomes;
  
  
• Approves a list of staff and executes acceptance and dismissal from activity of the nominal employees;
  
  
• Creates commissions on reference directions of activity of organization;
  
  
• Discusses and decides other problems of activity of organization within the framework of the competence.

If necessary, Council of primary organization from the structure elects the vice-president on activity with party members and population, vice-president on supply of materials - treasurer - and secretary.

4.6. Council of primary organization is competent to take the decisions at availability more than half from total of its members. The decisions are toke by working majority of voices of the present members disregarding refrained if there is quorum for voting.

4.7. The primary organizations independently determine the forms and nature of the activity, were guided by the program aims, Charter of the UCP and decisions of higher bodies of the UCP.

4.8. The primary organizations are subject of registration in the Political Council of UCP, which can give them the status of organization with the rights of juridical person, with the subsequent statement on the count (in a registration form) in regional controls of the Ministry of Justice.

4.9. If the primary organization of UCP includes more than 20 persons, in this case supreme body of party organization can be the conference. The order of realization of these conferences is determined by a Rule stated by Political council of UCP.

5. District (city) and regional organizations

5.1. At creation in terrain of region (city) of primary organization (not less than three persons), it can reached, under the solution of Political council can be assigned the status of district (city) organization of UCP.

At availability in terrain of region (city) of two and more primary organizations the district (city) organization of UCP can be built.

5.2. At availability in the region of two and more district (city) organizations there are regional organizations UCP.

5.3. The supreme body of district (city), regional organization of UCP is the general meeting of party members or conference, which are convoked as required, but not less often than once annually.

The report-back-elective meeting or conference of district (city) organization of UCP is conducted not less often than once per two years, and also on the eve of regional report-back-elective meeting (conferences) or congress of the party.

The report-back-elective meeting or conference of regional organization of UCP is conducted not less often than once per two years, and also on the eve of congress of the party.

General meeting or conference is convoked under the initiative of the chairman of Council or under the solution of Council, or on demand of 1/5 members of district (city), regional organizations UCP.

The rates of representation on district (city), regional conference approve accordingly by Council of district (city), regional organizations. Day of realization and camp-up of general meeting or the conferences intercommunicate not later than 10 days before their realization.

5.4. General meeting or conference of district (city) organization:

• Elects the chairman of district (city) organization, Control-revision committee or auditor, and if necessary - Council in a structure, definite general meeting or conference. The chairman of district (city) organization of UCP simultaneously is the chairman of district (city) Council. If necessary, general meeting or the conference can elect the vice-president on activity with party members and population, vice-president on supply of materials - treasurer - and secretary;
  
  
• Hears the reports of the chairman, Council and Control-revision committee or auditor, gives an estimation of their activity;
  
  
• Tenders the candidates for actuation them in a party electoral list; - approves the deputy candidates from the party to vote for local executive bodies and self-government;
  
  
• Elects the delegates on regional conferences, congress of UCP. In cities with district division the delegates on congress of the party are elected on general meetings or conferences of district organizations, and in case of their absence - on general meetings or conferences of city organization;
  
  
• Discusses and decides other problems of activity of district (city) organization.

5.5. General meeting or conference of regional organization:

• Elects the chairman of regional organization, vice-president on activity with party members and population, vice-president on supply of materials - treasurer - and secretary, Council in a structure, definite general meeting or conference, Control-revision committee or auditor. The chairman of regional organization of UCP simultaneously is the chairman of regional Council;
  
  
• Hears the reports of the chairman, Council and Control-revision committee or auditor, gives an estimation of their activity;
  
  
• Tenders the candidates for actuation them in a party electoral list;
  
  
• Approves the deputy candidates from the party to vote for local executive and self-government;
  
  
• Discusses and decides other problems of activity of regional organization.

5.6. Sitting of Council of district (city), regional organization is carried out as required, but not less often than once annually. The sitting of Council can be convoked by the chairman of Council or on demand of 1/3 members of its general structure.

Council of district (city), regional organization:

• Provides fulfillment of the solutions of general meeting or conference;
  
  
• Discusses and approves the list of outcomes and incomes;
  
  
• Approves a list of staff and agrees to acceptance and dismissal of the nominal employees;
  
  
• Creates commissions on reference directions of the activity;
  
  
• Coordinates activity accordingly of primary, district (city) organizations;
  
  
• Asserts the deputy candidates from the party to vote for bodies of local executive power and self-government;
  
  
• Asserts rates of representation accordingly on district (city), regional conferences;
  
  
• Discusses and decides other problems of activity of organization within the framework of the competence.

5.7. General meeting of district (city), regional organization competently to receive the solutions by working majority of voices of the present party members without the count refrained provided that all party members are notified on time and place of meeting.

Council of district (city), regional organization is competent to receive the solutions at availability more than half of total number of its members, and conference - at availability more than half of elected delegates. The solutions on sitting of Council, conference are received by working majority of voices of the present members (delegates) disregarding refrained if there is quorum for voting.

5.8. The district (city), regional organizations independently determine the forms and nature of the activity, were guided by the program aims, Charter of UCP and solutions of higher bodies of UCP.

5.9. The district (city), regional organizations are subject to registration in Political council of UCP, which can give them the status of juridical person, with the subsequent registration in regional Offices of the Ministry of Justice.

5.10. In Minsk the city organization has the status of regional organization of UCP.

6. Highest, managing and executive bodies

6.1. The collegiate bodies UCP are:

• Congress;
  
  
• National committee;
  
  
• Political Council.

6.2. The supreme body of UCP is the congress. The congresses of the party are carried out as required, but not less often than once per 2 years. The congress of UCP can be convoked under the solution of National committee, Political council, of the party three regional organizations or on demand of 1/5 party members. Date of realization, agenda and rate of representation on congress are determined by National committee not later than 30 days up to his beginning.

6.3. The congress of UCP decides any problems of activity of the party. To his exclusive competence concerns:

• Developing of policy of the party and reference directions of the activity;
  
  
• Acceptance of the program documents and Charter of the party, depositing in them of changes and additions;
  
  
• Election and redemption of the chairmanship of the party and his deputies;
  
  
• Election and re-election of National committee, Political Council, Central Control-revision committee. Members of Political council are the members of National committee. The deputies of parliament - members of UCP - are the members of National committee.

The chairmen of regional (Minsk city) organizations of UCP under the position are the members of Political council and National committee. The members of National committee under the position save the authorities before the next congress of the party. In case of advance election of the new chairman of regional (Minsk city) organization the previous chairman safe his position as member of National committee due the next congress of the party. The chairman of the party, his deputies and chairman of a fraction of the party or deputy group in parliament of the Republic of Belarus under the position are the members of National committee and Political council. The chairman of the party simultaneously is the chairman of National committee and Political council;

• Entity of a post of the honorary chairman of the party and election on it the most authoritative party leader received wide recognition among the Belarusian society;
  
  
• Hearing and statement of the reports of National committee, Political council and Central Control-revision committee;
  
  
• Decision making about signing on electoral unions with political parties pursuant to the current legislation and escaping them;
  
  
• Moving out and statement of the candidate in the presidents of the Republic of Belarus on presidential selection;
  
  
• Decision making about reorganization and liquidation of the party.

6.4. The congress is competent to receive the solutions at availability more than half from total of the selected delegates. The solutions on congress are received by working majority of voices of the present delegates disregarding refrained if there is quorum for voting.

6.5. In the term between congresses of the party a highest leading body is the National committee of UCP. The sittings of National committee are conducted as required, but not less often than once per six months. The sitting of National committee can be called by the chairman of UCP, under the solution of Political council or Central Control-revision committee, and also on demand of 1/5 members of National committee. The schedule and day of realization of sitting intercommunicate to the members of National committee not later than 10 days prior to its realization.

6.6. National committee of the party:

• Convokes congress of the party, locates place and time of its realization, rate of representation from party organizations on congress;
  
  
• Determines concrete ways of an implementation of decisions of congress of the party;
  
  
• Receives an electoral program, resolution, reference and other party documents;
  
  
• Asserts the candidate list for voting;
  
  
• Coordinates activity of a party fraction in parliament of the Republic of Belarus pursuant to the current legislation;
  
  
• Approves the outcomes and incomes of the party and report on its fulfillment;
  
  
• Determines reference directions of usage of financial and material means of the party;
  
  
• Grounds, will reorganize and eliminates publishing, scientific organizations and entities of the party pursuant to the current legislation, to the data by the Charter and executes the control behind their activity;
  
  
• Makes modifications also additions to the Charter of the party with the purpose of reduction it in conformity with the current legislation;
  
  
• Tenders to bodies of state power of developing on reference directions of internal and external policy;
  
  
• Represents the party in relationships with political parties, international and other organizations of other states;
  
  
• Coordinates activity of party organizations of all levels. If necessary can cancel registration of primary, district (city) and regional organization in Political council of UCP as the independent judicial person under further notice of bodies of the Ministry of Justice of the Republic of Belarus;
  
  
• Gives an estimation of the authority of operating of primary, district (city) and regional organizations, their leading bodies and chiefs, in case of violation of the Charter of UCP makes a decision on realization of extraordinary meetings and conferences of primary, district (city) and regional organizations or sittings of their leading bodies;
  
  
• Elects the Chief editors of party Mass media;
  
  
• Approves samples of the membership card, and also symbols of the party;
  
  
• Receives the solutions on signing on unions, coalition with political parties and public associations and escaping them;
  
  
• Decides other problems of activity of the party within the framework of the competence.

6.7. The National committee can receive the solutions at availability more than half from total of his members. The solutions are received by working majority of voices of the present members disregarding refrained if there is quorum for voting.

6.8. The chairman of UCP possesses the rights of the chief of the party as the legal persons, including:

• Signs the documents of National committee and Political council;
  
  
• Introduces the party in country and abroad;
  
  
• Will organize work of National committee, Political council, presides over their sittings;
  
  
• Has the right, were guided by the solutions of congresses, National committee and Political council, to make on behalf of the party statements on internal and external policy.

6.9. The honorary chairman of UCP is the member of National committee and Political council of the party. The honorary chairman of UCP can introduce the party in country and abroad and, were guided by the solutions of congresses, National committee and Political council, to make on behalf of the party statements on internal and external policy.

6.10. In the term between sittings of National committee Political council executes the responsibilities of National committee and is allotted with its rights. Simultaneously he is the executive collegiate body of the party, which one provides an implementation of decisions of congresses of the party and National committee, and also executes and provides financial activity of the party. Political council approves a list of staff for the nominal employees and will organize work of the nominal employees of the party. Political council approves (changes) the legal address of the party. On a commission of National committee Political council has the right to assert the candidate list for voting, to receive an electoral program (platform) of the party and to select the main editors of party Mass media.

6.11. The sittings of Political council are carried out not less often than once per three months and more than half of selected members Political council is considered competent with the participation. The solutions are received by working majority of voices of the present members if there is quorum for voting disregarding refrained. The sitting of Political council can be called under the solution of the Chairman of the party, under the initiative of his deputies or on demand of 1/3 members of Political council.

6.12. For maintenance of activity of National committee, Political council and with the purposes of fulfillment of their solutions at Political council there is an Executive Committee (Executive committee), frame and the staffs which one approves by Political council. Political council determines competence and order of activity of Executive Committee.

7. Activity in parliament of Republic of Belarus both bodies(organs) of local control and self-management

7.1. Representatives of UCP, elected from the party to the parliament of the Republic of Belarus, bodies of local executive and self-government, in the activity at decision making are guided by the current legislation, Charter and electoral program (platform) of the party, and also solutions of congresses, conferences, National committee, Political council or Councils of UCP.

8. Control-revision committees

8.1. A Central Control-revision committee (further - CCRC), Control-revision committees (further - CRC) or the auditors of organizational structures of UCP are elected by congress of the party, conferences, general meetings of the conforming organizations. The Control-revision committees of all levels, auditors are independent in the activity and the conferences or general meeting of party organizations are accountable to congress. The activity of Control-revision Committees is supervised by the chairmen, which are elected on congress of the party, conference or general meeting of the conforming organization. Deputies of the chairmen are elected on sittings of Control-revision Committees.

The sittings of CCRC and CRC are carried out not less often than once annually.

CCRC and CRC are competent to receive the solutions at availability more than half from total of their members. The solutions are considered adopted, if for them has voted more than half from the present members CRC if there is quorum for voting disregarding refrained.

CCRC, CRC or auditors audits activity of National committee, Political council, Executive committee, elected bodies of organizational structures of the party pursuant to the plans of the activity. CCRC, CRC, the auditors can not be selected the members of a party body, the activity should control which one CCRC, CRC, auditor.

8.2. CCRC, CRC, auditors:

• Control fulfillment of the Charter of UCP, timeliness and regularity of transit of business in party organizations and their bodies of all levels;
  
  
• Execute the control behind a course of selection in party organizations and their bodies;
  
  
• Control receipts and consumptions of money resources of the party, and also financial activity of the entities, built by the party, and organizations;
  
  
• Esteem disputes between party organizations and bodies of these organizations, protests and applications of party members with mandatory decision making.

CCRC esteems the petitions of party members, not agree with the solutions on their exception from among the members of UCP.

8.3. The chiefs of party organizations and their bodies of all levels, other organizations established by UCP, are obliged to introduce the members CCRC, CRC, auditors all indispensable documents and stuffs under the maiden requirement. CRC, the auditors inform on outcomes of check party organizations and their bodies. The members CCRC, CRC, auditors have the right to be present on sittings of any party organizations and their elected bodies of the conforming level.

All solutions of the collegiate bodies are made out by the minutes.

9. Financial assets and property

9.1. Money resources of UCP will come from:

• Donations of party members on realization of different measures and election campaigns;
  
  
• Donations of different organizations, firms, entities and separate citizens of Belarus;
  
  
• Property obtained in the patrimony or as gift, or bought pursuant to the current legislation;
  
  
• Incomes of property, publishing, distribution of printed publicity materials and publications, usage of other mass media;
  
  
• Entries from the conducted lectures, cultural - mass, charitable and other measures;
  
  
• Other acquisitions, not by the forbidden current legislation.

The means of UCP will be used on implementation of the aims and objects, foreseen by Charter of the party.

9.2. UCP can have in the property any property indispensable for her for supply of materials for activity, foreseen Charter, except for objects, which one, according to the law, can be only in the property of the state.

9.3. UCP and its organizational structures execute the vested interests, usage and order by property of the party.

9.4. The members of UCP do not bear the responsibility for the debts of the party, as well as UCP does not bear the responsibility for the debts of the members.

10. Termination of activity

10.1. UCP can be eliminated under the solution of congress, if for it has voted by 3/4 from total of the elected delegates, or under the decree of court on the basis, foreseen legislation.

10.2. The property, which one remains after liquidation of organizations of UCP or all UCP, will be used under the solution of liquidating commission pursuant to authorized activity.

10.3. The documents of the party of the special contents are handed in organs of State archive on a location of the legal address of the party.

10.4. UCP informs on the liquidation, reorganization or registration till three months in official mass media.
